Why does Yahoo, in the method they use to tabulate points, place an inherently greater value on answers?

Because the website is called Yahoo! Answers not Yahoo! Questions. And mostly because they want to initiate dialog, and they figure by giving you points for answering you will ask more questions (being that that is the only thing you can use the points for anyway)
