Popeye and olive.. my two but loving dogs!?

olive can hear anything and wont stop barking. and popeye is kinda quite but loves to bite anything.. they are 1yr old, we almost bump them in the middle of the high way they were so small i think a month old maybe. they were sitting in the mid of the road and their mom and other puppies were walking so fast. so we pick them up and took home we try to look for someone who wants to adapt them but no one wants to so we decided to keep them coz i fall in love with them already. we live in bahrain and we are just renting a flat its really not allowed to have pets specially dogs. so how i can stop olive for barking? i always make my tv loud so she can't hear from outside coz if she does she will bark so badly. but i can't keep my tv on for 24/7. they are not socialized dogs coz im not taking them for a walk outside cos everybody will complain coz they are muslims they dint want dogs. but our flat is kinda big so they are running all day and jumping. any advice? they will make poo inthe bathroom so no worry for that. i want to add pic but i dont know how.
